Quick answer: The circle rate Gurgaon buyers pay stamp duty for 2026-27 took effect on 1 April 2026 and runs to 31 March 2027. Haryana’s Revenue Department signed the order on 27 March 2026. Flats in group housing in Sectors 1–43 at the moment are ₹11,550 according to sq. ft, up from ₹9,000. Licensed-society apartments at the Dwarka Expressway stretch (Sectors 104–115) are ₹7,700 in the Gurugram tehsil list. Plot costs rose with the aid of 25–75% in lots of sectors: Palam Vihar went from ₹73,600 to ₹92,000 per square yard, and DLF Phase V from ₹1,44,000 to ₹2,52,000. Stamp duty is charged at the circle cost or your deal rate, whichever is higher.
What the circle rate in Gurgaon is, and why it matters to you
The circle rate in Gurgaon, additionally called the collector price, is the bottom fee at which the sub-registrar will sign up a property. The Deputy Commissioner proposes it each year, consumers and owners can item, and the country signs off a very last list.
It matters for three reasons:
- Both stamp duty and the registration charge are labored out at the circle cost whenever it beats the rate in your sale deed.
- Income-tax regulation makes use of the equal stamp responsibility fee. If a deal is registered more than 10% below it, the space can be taxed inside the hands of both the seller and the consumer. Ask your chartered accountant how this applies for your deal.
- Banks regularly take a look at the circle price while deciding how much to lend on resale homes.
Why the tehsil decides your circle rate in Gurgaon
There is no single circle rate Gurgaon list. The district has separate collector rate lists for each tehsil and sub-tehsil: Gurugram, Wazirabad, Badshahpur, Kadipur, Harsaru, Manesar, Sohna, Pataudi and Farrukhnagar. A sector name alone isn’t enough, because sector boundaries cross revenue villages, and villages belong to different tehsils.
Dwarka Expressway shows why this matters. The Gurugram tehsil list puts licensed group housing in Sectors 104 to 115 at ₹7,700 per sq ft (₹7,000 before). The Kadipur sub-tehsil list puts licensed group housing in Sectors 99 to 110 at ₹6,000 (₹5,500 before). The Manesar list has a separate ₹7,700 row for builder flats in Sectors 76–84, the NH-48 belt and part of Dwarka Expressway.
So the same sector can appear in two lists at two rates. The tehsil printed on the seller’s previous sale deed, or the sub-registrar office where it was registered, tells you which circle rate Gurgaon list applies.

These are registry values, not the market Gurgaon plot rate, which is usually higher. To convert a circle rate Gurgaon plot figure to per sq ft, divide by 9. Palam Vihar’s ₹92,000 per sq yd is about ₹10,222 per sq ft.
Agricultural land saw the biggest jump in this year’s circle rate in Gurgaon. In Badshahpur village, roadside land (to a depth of two acres) outside the residential zone went from ₹6 crore to ₹10.5 crore an acre, and in Garhi Harsaru from ₹1.85 crore to about ₹3.24 crore an acre, both up 75%.
How a house or builder floor is valued at the circle rate in Gurgaon
Flats are simple: rate per sq ft × area. A house sold with its land is valued in two parts under the circle rate Gurgaon lists. The plot is valued at the plot rate, and the built-up area is added at a fixed construction cost per sq ft from the same tehsil list:
| Tehsil | Construction cost, licensed colonies and HUDA sectors (2026-27) |
| Gurugram | ₹1,900 per sq ft |
| Badshahpur | ₹1,700 per sq ft |
| Kadipur | ₹1,400 per sq ft |
Take a 250 sq yd house in Palam Vihar with 4,000 sq ft built up. The land is 250 × ₹92,000 = ₹2.30 crore, and the building is 4,000 × ₹1,900 = ₹76 lakh. The circle value comes to about ₹3.06 crore. An independent floor sold on its own is valued at the floor rate instead, such as ₹9,700 per sq ft in the Gurugram tehsil list.
The lists also set multipliers when agricultural land has a change of land use. Badshahpur’s list values plotted residential land at three times the agricultural rate, group housing land at four times and commercial land at five times. Land within two acres of NH-48 or Sohna Road carries a 25% premium.
Stamp duty on the circle rate in Gurgaon: three worked examples
Within Gurugram’s municipal limits the duty rate is 7% if a man buys, 5% if a woman buys alone, and 6% when a man and a woman buy jointly. On top comes a registration fee that rises in slabs and stops at ₹50,000 once the deal crosses ₹90 lakh. Our registration charges in Gurgaon guide lists every slab.
A resale flat on Dwarka Expressway
A 1,650 sq ft flat in a licensed society in Sector 106, listed in the Gurugram tehsil, is valued at 1,650 × ₹7,700 = about ₹1.27 crore. If you agree ₹1.20 crore, duty is charged on ₹1.27 crore: ₹8.89 lakh for a man instead of ₹8.40 lakh.
If the same flat’s land falls in the Kadipur list at ₹6,000, the circle value is ₹99 lakh. Your ₹1.20 crore deal value is higher, so duty is charged on that.
A 50 gaj plot
A 50 gaj (50 sq yd) plot in Sector 56 has a circle value of 50 × ₹1,15,000 = ₹57.5 lakh. At 7%, a man pays ₹4.03 lakh in stamp duty, or ₹2.88 lakh if the buyer is a woman on her own, plus the slab registration fee.
A builder floor in an older colony
A 1,800 sq ft independent floor valued at the Gurugram tehsil floor rate of ₹9,700 comes to ₹1.75 crore. If the deal is ₹1.9 crore, the deal value is higher and duty is charged on that.
Circle rate vs land rate in Gurgaon
The land rate people talk about is the market price. The circle rate Gurgaon publishes is the government’s minimum. In most new sectors the market is well above the circle rate. SquareYards put average asking prices on Dwarka Expressway at about ₹13,600 per sq ft in September–October 2026, against ₹7,700 in the Gurugram tehsil list. In some older colonies the gap is much smaller, which is why resale buyers there often end up paying duty on the circle value.

How to check the circle rate Gurgaon lists for your property
- Find the tehsil or sub-tehsil. It is printed on the seller’s sale deed and on the jamabandi, and it is the sub-registrar office where the last deed was registered.
- Open the district’s final collector rate page on gurugram.gov.in, or the same tehsil PDF on the Haryana urban local bodies property portal.
- Find the row on your region, colony or village, and the column for the sort of property: residential plot, flat, floor, industrial or agricultural.
- Read the unit. Plots and land are consistent with sq yd or in line with acre, and residences, flooring and shops are in keeping with sq.ft.
- Multiply by using the place in the deed, upload creation price if it’s far from a residence, and evaluate the result along with your deal charge.
The official lists are scanned documents, and some rows of the circle rate Gurgaon lists are hard to read. Ask the sub-registrar’s office to confirm the figure before you buy stamp paper online.
What changed from the draft circle rate Gurgaon list
The draft lists posted in March 2026 drew objections until 30 March. The Tribune said a proposed ₹7,000 in step with sq. ft for flats in Sectors 104–115 (29 March 2026). The final Gurugram tehsil listing suggests ₹7,700, so take a look at that any figure you examine is from the very last list and not the draft.
Frequently asked questions
What is the circle rate in Gurgaon for 2026-27?
It relies on the tehsil and the property type. For residences, the Gurugram tehsil list has ₹11,550 per sq ft in Sectors 1–43 and ₹7,700 in Sectors 104–115. Plot rates run from about ₹65,000 per sq yd in Sectors 88–89 to over ₹2.5 lakh in DLF Phase V.
When did the new collector rate Gurgaon 2026-27 take effect?
On 1 April 2026, under a Haryana Revenue Department order dated 27 March 2026. It applies until 31 March 2027.
Is the circle rate the same as the collector rate?
Yes. Both names refer to the minimum registry value fixed for each area. Gurugram’s own lists use the term “collector rate”.
Does stamp duty follow the circle rate Gurgaon sets or my deal price?
The higher one. Agree a price below the circle value and the sub-registrar still charges duty on the circle value.
Why does the same sector show two different circle rates in Gurgaon?
Because a sector can span revenue villages in more than one tehsil, and each tehsil has its own list. Sectors 104–110 appear in both the Gurugram and Kadipur lists, for example.
How do I convert a circle rate Gurgaon figure from per sq yd to per sq ft?
Divide by 9. A rate of ₹1,15,000 per sq yd is about ₹12,778 per sq ft.
Is the Gurugram circle rate for a builder floor different from a flat?
Yes. Floors have their own row, such as ₹9,700 per sq ft in the Gurugram tehsil and ₹11,330 in Wazirabad. A house sold with its plot is valued at the plot rate plus a construction cost.
What is the land rate in Gurgaon compared with the circle rate?
The land rate is the market price, and it is usually higher in new sectors. Dwarka Expressway flats were asking about ₹13,600 per sq ft in late 2026, against a circle rate of ₹7,700.
Can I register a property below the circle rate in Gurgaon?
You can sign a deal below it, but duty will still be charged on the circle value, and income-tax rules may treat the gap as income if it is more than 10%.
Before you register
Get the seller’s last sale deed, find its tehsil, and use the circle rate Gurgaon list for that tehsil to work out the circle value yourself before you agree a price. When the circle value is above the market price, negotiate knowing that your stamp duty is fixed by the higher figure.
